EPA 608 Certification Explained: Types, Cost, and How to Pass
Whatever state you work in, one requirement is universal: anyone who handles refrigerants must hold EPA Section 608 certification. Here is the whole picture in five minutes.
What is EPA 608 certification?
Section 608 of the Clean Air Act makes it illegal to knowingly vent refrigerants and requires certification for anyone who maintains, services, repairs, or disposes of equipment that could release them. It is federal law, so it applies identically in all fifty states, and it sits alongside whatever license your state requires rather than replacing it. Your state may not license technicians at all; the EPA still certifies you before you open a refrigerant circuit anywhere.
Two facts make it the best first credential in the trade: there is no education or experience prerequisite, and the certification never expires. No renewal, no continuing education, no annual fee, ever, under federal law. You take it once and carry it for a career.
The four types, and which one you actually need
Core is the mandatory foundation section covering the law itself, ozone and climate rules, refrigerant safety, and recovery basics. Core alone authorizes nothing; it must be paired with at least one type.
Type I covers small appliances with five pounds or less of refrigerant: window units, household refrigerators, vending machines.
Type II covers high-pressure equipment, which is nearly all residential and commercial air conditioning and heat pumps. If you are entering ordinary HVAC work, this is the section your job runs on.
Type III covers low-pressure equipment, mainly the centrifugal chillers found in large commercial and institutional plants.
Universal is all four sections passed, and it is what most employers ask for on job postings. Since sections accumulate, and a Universal sitting is usually cheaper than buying sections separately, the standard advice is simple: sit all four at once and leave with Universal.
How the exam works
Each section is 25 multiple-choice questions, scored independently. The regulatory pass mark is 70 percent, which on a 25-question section works out to 18 correct answers; miss 8 and that section fails while your passed sections are retained, so you retake only what you failed, typically for a small per-section fee. The proctored exam is closed book, taken either in person at schools and supply houses or online with a webcam proctor, and results are immediate.
Type I has a mail-in open-book variant with a higher bar, 21 of 25, which only makes sense if small appliances are all you will ever touch. Anyone aiming at Universal should take everything proctored in one sitting.
One freshness note for 2026: the A2L refrigerants now shipping in new residential equipment, R-454B and R-32, have reached the exams following the AIM Act phasedown, so prep materials that stop at R-22 and R-410A are out of date. Ask whether yours covers A2Ls before paying for it.
What it costs
Most technicians pay roughly $25 to $85 for the exam itself, depending on provider and format, with in-person proctored Universal packages running higher at some testing centers. There is no state fee and no federal fee; you pay only the certifying organization. Many trade school programs, including most of the ones in our state rankings, fold the exam into tuition, and union apprenticeships typically cover it outright, so check before paying out of pocket.
How to prepare
Core fails more people than the equipment sections, because it tests the law and the numbers rather than anything a helper learns on a truck: recovery requirements, cylinder colors, disposal rules, dates. The preparation that works is active recall against practice questions rather than rereading a manual, and the free official study materials from the EPA-approved certifying organizations cover everything on the test. Give Core a focused weekend and the type sections a review pass, and the exam is very passable for someone new to the trade.

What is the difference between EPA 608 and EPA 609?
They certify different refrigerant work under different sections of the Clean Air Act. Section 608 covers stationary equipment, the buildings-and-appliances world this guide describes. Section 609 covers motor vehicle air conditioning, the certification an automotive technician needs to service car AC systems. They do not substitute for each other: a 609 card does not authorize residential or commercial HVAC work, and a 608 card does not cover vehicle AC.
